Make sure in the ServerPerks.ini you raise the MinPerksLevel to six unless you want everyone being level 0 starting out.
You can install Per Server Stats by doing the same thing and putting them all in the Killing Floor\System directory. These perks will be on your server only, instead of the global whitelisted Tripwire one. Playing without perks really sucks in general so this would make it closer to stock Killing Floor. The reason you need the second mutator is so you have access to choosable perks, as both mutators are blacklisted. You can then edit the KFMaxPlayers.ini under the Killing Floor System folder. If you follow the directions and do what is needed for Forced max players setup. You will need 2 mutators to get close to what you are trying to do
